Encouraging more teenagers back into education or training is one of the top priorities for many local councils.
Reducing the numbers of teenagers not in education, employment or training is a priority for 77 per cent of local areas including South Tyneside, Herefordshire and Torbay, making it a national top priority.
As part of a shake up of local councils, called the Local Area Agreements, councils must set targets with central government and then devote resources, time and effort into tackling these issues.
Extra funds will be available to the highest performing councils.
